Experience practicing before IRS; former Big Five tax manager (Price
Waterhouse, Paris) and tax law professor (taught at U. of Pittsburgh
School of Law, Harvard Law School International Tax Program, New
England Law School). Tax practice has covered corporate, individual,
retirement plans and ERISA, international corp. and expatriate executive
comp., workouts, audits, offers in compromise, 501 (c) (3) organizations,
income, corporate income and trust/estate planning. Have taught all
tax courses (estate planning, corporate income tax, individual income
tax), accounting, regulated industries, international business transactions,
and economics.
INTERNATIONAL: European experience including one year as editor
in chief of European Taxation in Amsterdam (IBFD), two years in Paris
as assistant tax manager at Price Waterhouse, including corporate,
Europe wide M&A, and tax work, primarily for Fortune 100 size
companies, French, European and American. I have also done M&A
work in Germany and Austria as well as France.
LITIGATION: Recently lead counsel in all electric and gas rate cases
as General Counsel for New York City's Public Utility Service. Other
litigation has been in Pennsylvania, New Jersey, New York, and Vermont
Federal and state courts, tax, civil and white collar criminal has
included large environmental, civil rights, property disputes, plaintiff
torts, contracts, construction disputes.
UTILITIES: Former General Counsel to New York City's Public Utility
Service, a municipal utility. Lead counsel in electric industry restructuring
and deregulation cases in New York; also participated in deregulation
dockets in New Jersey and Pennsylvania. Project manager for 80MW
cogeneration plant, Roosevelt Island, NYC. Previously litigated electric,
gas rates in N.Y., PA, VT, FERC. Consultant on deep discount, long
term economic development electric contracts in New York
